The scope of the statistical information made available is defined by the Statistical Survey Programme of Official Statistics. The official statistics system ensures equal, simultaneous and equivalent access to data for all users.

Information can be obtained through publications, Statistics Poland’s databases and by contacting the Statistical Information Centre.

General information

You can submit a statistical report:

  • in electronic form via the Reporting Portal at https://raport.stat.gov.pl/gus.ps/login/login.pa – it applies to all reporting units
  • in paper form (by post to the Office's address) or by fax to 52 36 69 399 – it applies to reporting units with up to 5 employed persons in justified cases (only when it is not possible to use the electronic form), after prior arrangement with the addressee

The obligation to provide statistical data results from Article 30(1)(3) of the Act of 29 June 1995 on Official Statistics. The thematic scope of surveys, criteria for the selection of units and the lists and definitions of variables covered in the surveys are specified in the Statistical Survey Programme of Official Statistics, introduced annually by a regulation of the Council of Ministers.

The specialisation of the Statistical Office in Bydgoszcz includes carrying out statistical surveys on:

  • employed persons in the national economy,
  • demand for labour,

Important information

Reporting obligation:

  • It is not possible to exempt any entity of the national economy from the obligation to submit a report. The Act on Official Statistics does not provide a list of cases in which an entity may be exempted from reporting obligations for the purposes of official statistics.
  • Invoking professional secrecy or the protection of personal data is not applicable in the context of statistical reporting, given that the reported data are statutorily subject to statistical confidentiality, the non-identifiability of individual data is ensured during the compilation of statistics, and due to the fact that draft statistical survey programmes for each year are agreed upon on a case-by-case basis with, amongst others, the President of the Personal Data Protection Office.
  • Failure to comply with the reporting obligation or providing data inconsistent with the factual circumstances is subject to criminal liability under Chapter 8 of the Act on Official Statistics.
  • The reporting obligation of an entity depends on the PKD (NACE) section in which the entity conducts its business:

The value of the information provided by official statistics system depends directly on the quality and completeness of the data collected from reporting units.

Using the Reporting Portal

The official statistics system conducts surveys that are essential to the functioning of the Polish state, enabling a reliable assessment of phenomena occurring, amongst other things, in the economy and social life. The obligation to provide statistical data stems from Article 30(1)(3) of the Act of 29 June 1995 on Official Statistics.

The thematic scope of surveys, criteria for the selection of units and the lists and definitions of variables covered in the surveys and the related obligations are specified in the Statistical Survey Programme of Official Statistics introduced annually by a regulation of the Council of Ministers.

How do I recover access to the Reporting Portal?

The procedure for recovering access to the Reporting Portal involves resetting the current access password (the Person Managing the Reporting or the Person Preparing the Report). This process will be performed using the information registered in the Reporting Portal: email address and mobile phone number. Follow these steps:

  1. Go to the Reporting Portal login page https://raport.stat.gov.pl and click on the ‘Recover access to the system’ link.
  2. Enter the email address provided in your user profile and your REGON identification number, and then click the ‘Send link’ button.
  3. Open the email you received and click the link that will open the password reset page.
  4. Click the ‘Get SMS code’ button and check whether you have received an SMS with a verification code from the sender ‘stat.gov.pl’.
  5. Enter the code you received and click the ‘Confirm’ button.
  6. Set a new password and click the ‘Save’ button.
  7. Check if you have received an email confirming the reset of your Reporting Portal password.

The access password for the Person Preparing the Report can also be defined by the Person Managing the Reporting, who manages the permissions and credentials for all users of the Reporting Portal at the respondent.

How do I change the Person Managing the Reporting?

  1. If the person acting as the respondent's Person Managing the Reporting changes, the identification and contact details of the Person Managing the Reporting should be updated and the new Person Managing the Reporting should be allowed to define its own access password to the Reporting Portal.
  2.  In a situation where the respondent is unable to change the access password to the account of the Person Managing the Reporting (e.g. due to the termination of cooperation with the accounting office), please contact the technical administrator from your voivodship: 
    https://form.stat.gov.pl/formularze/przewodnik/kontakt/kontakt-ps.htm in order to disable access to the Reporting Portal for the previous Person Managing the Reporting and initiate the procedure for restoring access for the person designated by the respondent.

Statistical offices carry out enquiry surveys in households, on farms and at retail outlets. Representatives from the local network of statistical interviewers visit the households and farms selected at random for the survey.

How to verify the identity of a statistical interviewer?

If you are contacted by a statistical interviewer, you can:

  • ask to see their service ID card – the interviewer should carry a valid service ID card. It will show their forename and surname, a unique service ID card number and the name of the office they represent. Check what a sample interviewer’s service ID card looks like
  • verify the interviewer’s identity by telephone – to do this, call the Statistical Hotline [OZ1] on +48 22 279 99 99, or contact your local statistical office. Consultants are available on working days from Monday to Friday between 8am and 3pm.
  • verify the interviewer’s identity via the app – on the Check the interviewer's identity subpage enter the interviewer’s forename, surname and service ID card number.

How do I obtain a certificate confirming the assignment of a REGON number?

Certificates confirming the assignment of a REGON number to entities entered into the register are issued, upon request, at the Office’s headquarters in Bydgoszcz at the Customer Service Point and at regional branches in: Inowrocław, Toruń and Włocławek.

Frequently asked questions:

Is there a fee for registering an entity with the REGON register?

NO, all activities related to: entry into the REGON register, changing information in the register or deletion from the REGON register, as well as issuing certificates of the assigned identification number - are FREE OF CHARGE.

Does a change to an entity’s details result in a new REGON number being assigned?

A change to the characteristics of an entity covered by its entry in the REGON register does not, as a rule, result in a new identification number being assigned. The exception is a change to the specific legal form, which results in the entity being deleted from the REGON register and re-entered with a new REGON number.

A new REGON identification number is not assigned in the event of a change in the specific legal form resulting from the conversion of:

  • a state-owned enterprise into a sole-shareholder company of the State Treasury,
  • a commercial company or partnership into another commercial company or partnership,
  • a civil law partnership into a commercial company or partnership,
  • a state organisational unit into a local government organisational unit,
  • a local government organisational unit into a state organisational unit,
  • a local government organisational unit into another local government organisational unit,
  • worker cooperative into a commercial company or partnership,
  • an independent public healthcare centre into a commercial company.

Does the closure and subsequent reopening of a business by a natural persons result in the allocation of a new REGON number?

A natural person’s REGON identification number is linked to their PESEL number. Consequently, the closure and reopening of a business by a natural person does not result in the allocation of a new REGON identification number.

TERYT

The National Official Register of the Territorial Division of the Country TERYT is maintained by the President of Statistics Poland. It operates in accordance with the provisions of the Act of 29 June 1995 on Official Statistics (Journal of Laws of 2024, item 1799, as amended) and the Regulation of the Council of Ministers of 15 December 1998 on detailed rules for the maintenance, use and provision of access to the National Official Register of the Territorial Division of the Country, and the related obligations of government administration bodies and local government units (Journal of Laws No. 157, item 1031, as amended).

It comprises the following systems:

  • TERC – identifiers and names of territorial division units,
  • SIMC – identifiers and names of localities,
  • BREC – statistical regions and census enumeration areas,
  • NOBC – address identification of streets, properties, buildings and dwellings,
  • ULIC – the central catalogue of streets,

which constitute the binding standard for territorial identification for authorities maintaining official registers and public administration information systems, and enable the analysis and presentation of socio-economic phenomena at various levels of detail, e.g. by voivodship, locality or by urban and rural areas.

  • Workshops on statistical reporting – meetings concerning statistical reporting forms and the rules for fulfilling reporting obligations towards official statistics.

For the public and institutions:

  • informational and educational meetings on the functioning of official statistics,
  • presentations devoted to the current socio-economic situation of the Kujawsko-Pomorskie Voivodeship,
  • classes on searching for and interpreting statistical data,
  • activities promoting participation in survey research and the use of official data sources.

Thanks to the varied format of the activities, participants not only learn basic statistical concepts but also acquire practical skills in using data, interpreting them and applying them in education, work, administration, business and everyday life.

Our Office participates in a professional internship programme for students.

These internships are unpaid and take place exclusively on-site.

Why is it worth taking part in a student internship:

  • applying theory in practice – enables students to put the knowledge gained at university directly into use in a real-world working environment and to compare their expectations of the profession with reality,
  • gaining an insight into the realities of the industry – allows students to see ‘behind the scenes’ how an organisation operates on a day-to-day basis and the specific nature of work in a particular role,

  • establishing contacts (networking) – this is an opportunity to meet industry specialists, which can help and increase the chance of finding a permanent job after completing your studies.

  • the proposed dates for the internship and the number of hours.

A member of the Staff and Training Division will inform you by phone or email whether your application has been accepted or denied. If your application is approved, you will begin your internship after signing an agreement between the Department and the University sending you on the internship.

  • familiarisation with the Office's publishing activities and the principles of preparing statistical publications and news releases,
  • familiarisation with the general principles of data preparation,
  • familiarisation with statistical databases,
  • familiarisation with the organisation of promotional activities at the Office,
  • planning the promotion of products online and stationary,
  • familiarisation with the principles and methods of providing statistical education to various target groups,
  • familiarisation with the calculation of basic statistical indicators,
  • participation in compiling data for a selected publication based on publication tables and results tables,

  • familiarisation with the processes of registering a company in the REGON register;
  • observation of customer service relating to the registration of entities and updates to the REGON register;
  • familiarisation with public administration IT systems feeding the REGON register;
  • familiarisation with the rules for archiving documentation regarding the update of the REGON register;
  • familiarisation with the procedures and rules for maintaining a company archive and archiving documents.
